Victorian Energy Upgrades — Air Conditioner & Hot Water Discounts
Eligible Victorian households and businesses may be able to access Victorian Energy Upgrades (VEU) discounts on selected energy-efficient upgrades. Subject to current program rules and eligibility.

The Victorian Energy Upgrades (VEU) program is a Victorian Government initiative that provides discounts on selected energy-efficient products and upgrades for eligible households and businesses.
VEU discounts are delivered through accredited providers and are applied as a reduction in the upfront cost of eligible upgrades. Eligibility, discount amounts and product requirements vary by upgrade type and are subject to current VEU program rules.

Air Conditioner Upgrades
Upgrade an eligible inefficient heating or cooling system to an efficient reverse-cycle air conditioner and you may be able to access a Victorian Energy Upgrades discount.
VEU Discount
Up to $1,610
Eligible upgrades can receive VEU discounts of up to $1,610 on upfront costs, depending on the existing system, replacement system, property and current program requirements. Subject to current VEU requirements.
To be eligible for a VEU air conditioner discount, you generally need to be replacing an eligible inefficient heating or cooling system with an eligible efficient reverse-cycle air conditioner. The existing system, replacement system, property type and installation details all affect eligibility.
VEU discounts are not available for simply adding a new air conditioner where no eligible replacement is taking place. Eligibility must be confirmed under the current VEU requirements before proceeding.
Important VEU Update — From 30 September 2026
Victorian Energy Upgrades requirements for certain reverse-cycle air-conditioner installations are changing from 30 September 2026. The following changes apply from that date.
- Multi-split air conditioners with total rated cooling capacity below 10 kW: minimum customer co-payment remains $1,000 including GST.
- Multi-split air conditioners with total rated cooling capacity of 10 kW or more: minimum customer co-payment becomes $3,000 including GST.
- Ducted air conditioners: minimum customer co-payment becomes $3,000 including GST.
- Other non-ducted air conditioners below 10 kW: minimum customer co-payment remains $200.
- Other non-ducted air conditioners of 10 kW or more: minimum customer co-payment remains $1,000.
- The VEU specifications also introduce revised incentive calculations for multi-split air conditioners from 30 September 2026.
VEU discounts, minimum customer contributions and eligibility requirements vary by system type, capacity, property and installation date. Final eligibility and available discount must be confirmed under the current VEU requirements.
Heat Pump Hot Water Upgrades
Replace an eligible existing electric or gas hot water system with an eligible heat pump hot water system and you may be able to access a Victorian Energy Upgrades discount.
VEU Discount
Up to $630
Eligible heat pump hot water upgrades can receive VEU discounts of up to $630 on upfront costs, depending on the existing system, eligible replacement product and current program requirements. Subject to current VEU requirements.
To be eligible for a VEU heat pump hot water discount, you generally need to be replacing an eligible existing electric or gas hot water system with an eligible heat pump hot water system. The existing system, eligible replacement product and property details all affect eligibility.
VEU discounts are not available for simply installing a brand-new heat pump hot water system where there is no eligible replacement. Eligibility must be confirmed under the current VEU requirements before proceeding.
Heat pump hot water systems must meet current VEU product eligibility and warranty requirements. Eligible products must have at least a 5-year warranty.
Commercial & Industrial Heat Pump Hot Water
Commercial and industrial VEU heat pump water heater requirements are different from residential requirements and have specific product eligibility and minimum co-payment requirements. Current Part 44 VEU requirements apply to commercial and industrial heat pump water heater upgrades. Contact us to discuss your commercial requirements.
Coming from 1 March 2027 — Victorian Rental Properties
For Victorian rental properties, when a hot water or heating appliance breaks and cannot be repaired, new requirements will apply from 1 March 2027. Depending on the appliance, replacement may need to be with a heat pump hot water system or an efficient electric reverse-cycle air conditioner.
Requirements and exemptions may apply. Property owners and rental providers should confirm the current Victorian Government requirements.
